So your issue is too much water going through the system and not going to the fill beds fast enough.
Tell people to cut back on how long they shower (10 15 minutes vs 20 to 30) along with using machines (Washing Machine dishwasher) in larger loads instead of smaller ones and using it through out the week instead of all at once. Another thing you can do is put those filled water bottles in your toilet tank to reduce how much water is filled in your tank therefor how much you flush (Or how often you flush if you are good with not flushing when you pee)
I don't know if yours is gravity fed or pumped (Depends on if your fill beds are up or down hill) Another issue maybe the cold because the ground isn't taking the water as easy. Or the hydration level in the soil is too high to take in more water. If you have a pump and it is still filling up then it is likely your pump is failing or the Float valve is placed too high.
Make sure they are pumping both tanks when they do come, you pay for both to be pumped so make sure they both are. But really if it is an over flow of water then that sounds more like your tank isn't doing its job to release the water fast enough.
