Well, you can use it now, but it's got some issues. :P
I fixed the problem in the old avatar editor.
I'd have had it fixed sooner, but I had missed something rather obvious when looking before.

Edit: sing your white space and adding a little more distance from boxes will help. You already condensed enough of the boxes by letting item stack on top of each other. There is no need for the smaller box sizes.
For the numbers listing the amount of items is to make it a lower opacity so it doesn't distract from the image.
And while it's nice to see what items we have on in the one box on the bottom left, it makes everything more cluttered and hard to see. If we already have a layering option/button then we don't need the box showcasing the items currently on then.

The styling definitely needs help. It's what I set up right when I started it, and haven't changed... The item icons will be bigger, and I'll find a better way to display the numbers. Also, all the black icons (for save and layers and such) are placeholder...They're simply Material Design icons that I put there to have some sort of button.
That said, I disagree completely about the equipped list. I think it is essential, even with the layering tab. It provides a quick place to find and change what items you have equipped, rather than jumping back and forth between the Layers tab and items.
Also, it's disabled at the moment because there are some hokey issues I haven't worked out, but the equipped list is
also drag sortable, although not with as fine grained control (Something that's back/front, you can only sort the front), just meant as a quick little adjustment pane while you plop the items on.
