Tunabowl is good for you because it's intended to be a skill-up monster for a high-end creature. For a newbie, where you're comparing it to unevolved low-level monsters and you aren't yet worrying about awoken skills, it's got stats and leader skill comparable to an evolved but not ultimate-evolved monster, and the active skill is just as good on a weak monster as it is on a strong one.
Super King dragons are also pretty good at low level, because they're really not all that hard to come by (just pull the Pal Egg Machine during Enhance Carnival), they don't have to be leveled up at all so they start out strong, and they know the Double Attack Stance series of active skills.
Keeper of Rainbow is another solid monster in the same vein, but it participates in skill rotation so don't love on its active skill too much because it'll change.
