That isn't weird strap usage at all. It seems like it is made to hold clothing pieces together so you have the straps going from one part to the other. The round the arm and wrist one have independent length straps that are just double holes. Looks so be the same with the legs. So sew them down to the fabric and the buckles are done long ways with a strap so you can pull them off and on.
Lazy option is to pre make them and use snaps to keep them in place that is a function over form thing thought for easy cosplay removal.
