If you're talking about a Snow Globe Dragon, those actually are good monsters for quite a while into the midgame. They make good tank leaders if you don't have Fruit Dragons (non-IAP) or Archangels (IAP). They're totally worth using on your team instead of feeding to another monster.
Samba Ruby Dragon is also a fairly rare enhance material and it has the notable distinction of having the highest base RCV of any Fire-element monster except for Xiang Mei. With +eggs and Latent Awakenings, plenty of other monsters can surpass Samba Ruby Dragon (Echidna is the next in line for non-IAP) but given that early-to-mid-game non-IAP Fire teams tend to have problems coming up with RCV it makes a very useful stat stick, especially since it doesn't have to be leveled up.
Some other other enhance/evo materials are decent as well, especially considering their team costs.
Extreme King Metal Dragon for example has 2000 HP, 600 ATK, and 200 RCV (for something you don't have to level up, that's pretty solid) and an active skill that provides 2xATK to God-types for a round. Only 1 team cost!
Manekimewdra is also only 1 team cost and has 3880 HP; even a lot of high-end monsters can't provide that much HP. (Of course it has 1 ATK and 1 RCV, so it's only useful if you're desperate for HP and don't have the team cost.)
The Super King Dragons have a team cost of 1, not-completely-worthless stats, and pack useful active skills. They're good for team fillers when you're low on team cost. Dub-Mythlit fits this niche too.
Keeper of Rainbow and, if you're lucky enough to land one from the pal egg machine, Keeper of Gold are reasonably solid monsters in their own rights. They have team cost to match though (25 and 30, respectively) and their active skills get changed on a regular basis.
Japan has a couple monsters that have leader skills that provide bonuses to Enhance Material monsters. It's super silly. :P
