There's a few links around for information, such as the FAQ, and each board has its own guidelines, but for the most part it comes down to, "Don't be a dick."

To make your avatar, start by visiting the Shops, and picking up some items you want to use. THere's a few free clothing items, facial features, and hair that you can pick up. Once you've picked out some stuff, click on your avatar outline up on the top right, and that'll take you to the editor.

Plop on the items you want, and then on the Layering tab you can rearrange the order they get put on, letting you do all kinds of interesting things with the items--they're not limited to one specific layer, aside from "front" and "back".
