Technically, the rules say that avatar contests go in Fashion Trends. It's the one place where we've got an explicit "contests go here" rule. And we're debating whether or not to merge Fashion Trends into Trisphee Talk as it is.

I think that for non-avatar contests, they probably go in Central Square or Trisphee Talk if you want more visibility than Quests & Charities or Club House. And given the current stated goal of the site (drive more traffic into populated parts of the forum to increase visibility) that's probably the best place for them anyway.
