Iunno. Glitch and I were the ones that discussed it. The reasoning was that the Seasonal Sets are more similar to Anka Eggs (which have also cost runes in the past) than monthlies or yearlies, so there was no harm in putting them there.

The special tab isn't that clear cut. There are plenty of other items in it that have cost runes in the past, just like there are several monthly items in the donation tab that didn't cost runes, only aurum. If there's real issues with how items are sorted, Coda or Toho can go in and fix them. So, if anyone else would like to see the Seasonals moved, go ahead and let us know.
