When they say it's safer outside, they're talking about frying really big things like turkeys. For frying little stuff like french fries and chicken nuggets, there's a lot less splash risk and a lot less hot oil involved, so inside is fine.

I prefer the top on most of the time just to avoid getting a mist of oil all over everything.
