OH AND! If you want to make a steam item it's very easy.





You literaly can make scribbles and then lower the opacity to 2-3% (7% in picture to help show it off a bit.) And if you want better smoke/steam open a layer mask with a soft brush and low opacity on it and soften the edges in black a bit.


Now water... I think that's something you have to pixel, but it should just be translucent layers of whitish blue pixels with lower opacity on parts, but other parts more solid. So multiple layers.
