I need to change it to be a few hundred years because how long it would take for the virus's to alter and the nuclear fallout to disburse.
But I agree it will make it easier for mutations and supernatural abilities.
As for looking for viruses, there may be a chance that people 'sane' enough are already doing it. There even may be hunters who are hunting down those who are mutated.
