Pretty much. Like you said, life is silly like that.
*Coughs* One reason there is a push to making most research/knowledge public domain...as well as only education.
From what I understand, the inflation of college prices is in part a result of the government scholarships, and in part due to college ranking.
For the scholarship part - colleges can only take in so many students before overcrowding. So, when there are enough applicants to a college that are acceptable, in order to weed out several without denying them, colleges raise tuition. Scholarships and loans then undo this, so colleges raise them even more...and more scholarships/loans...
A similar situation is going on with hospital/insurance costs...
