Linguists could try doing that, computational linguists actually come up with theories about language creation and evolution and stuffzors. Thing is the language would probably be developed in one particular place, and if you've ever learnt non-European languages you'll know that grammar and mechanics of languages vary so much, and if a language was developed by someone the mechanics of their language would probably creep into it. For example, my friend is trying to learn Telugu and I told her that
Nuvvostanante nenoddantana
means 'If you say you will come, will I forbid you?' (That's the title of a crap movie btw.)
In Telugu it's only two words! In English you add on many words to say something, in Telugu we have a lot of variations in words. That way Hindi and English are kind of similar and Telugu and Japanese just a little similar :)
