It's not, really. Less than a thousand lines of code is still on the order of a quick hack. :P
For example, in ascending order:
The map generator for an upcoming Trisphee game that I'm working on currently weighs in at 2106 lines of code.
The QxtWeb library that the phase three backend uses internally is 6633 lines of code all by itself, and that's not even counting the support code that *it* relies on.
There's somewhere around 10,000 lines of code involved in what makes Trisphee "Trisphee" and not just a generic vBulletin, not counting the forum theme layout and vBulletin configuration, and also not counting the backends for the Taskal War event and the Choose Your Own Adventure event.
And as for the vBulletin foundation Trisphee is built on? Around 220,000 lines of code. (I will admit: I am of the opinion that vBulletin's codebase may be a bit bloated.)
Edit: On the other end of the spectrum... Gravity Runner (see my signature) is only 479 lines of code, and it would be shorter if it weren't for the touchscreen controls.
