Actually, that could be considered a result of technology vs. art. With the photograph, and later advanced Computer Graphics, there was no
need to depict realistic things anymore, and thus artists began experimenting more...and eventually it led to messing with the basics. The red dots/overlapping squares/etc. are a way of changing the fundamentals of viewed pictures... They reversed the value/intensity from the norm, messing with focal points, etc.
Others instead have tried to express things like brutality or the baseness of humanity by making what I'd term "cave drawings." Meanwhile, others have taken to using tools that were never associated with art.
And that is the value of modern/post-modern art.
I don't really like it as much, much like others, but I can somewhat understand it - its deconstructionist.
