Well, this line is made out of Scandium chloride and surrounded by metals. One good jold of electricity should travel through, magnifying the effect tenfold by the time it reaches the Skaro base. That should short their communication systems, an amazing and curious piece of technology in their own right - regrettable that we have to destroy them - and allow the TARDIS to freely escape the sealed dome!
