I had a friend that was born on a German base and raised there. She loved it. I also have a friend whose brothers were stationed in Germany. Apparently there are certain types of cars and dogs that are illegal. Other then that I would say if you feel comfortable explore the world. XD given the choice I would live in another country if I could.
