This is with the exception of the following forums: Feedback, Support, Bugs, Ernya Community Discussion, General Discussion and its subforums.

So high drama areas will not be affected by the blacklist.

You can stop people from PMing you or commenting on your profile with the block feature but you could report people to mods anyway if they bothered you that way. So really the blacklist will only work in the BS, the Exchange, the Hangouts and the Entertainment forums.
