Gen 1, Gen2 and Gen 4 had eevee evos. Gen 3 and Gen 5 didn't and those woulda been a good time to add steel, and possibly the rock/ground/fight types.

Again they really wouldn't want to release every type all at once so they are dragging it out as much as possible x'D
