Northern areas would be an interesting scenario. Like you said, that would help, and surely the freezing and occasional refreezing process would help to destroy tissue. But then again, if they are subject to decomposition, it would slow that down, so while they'd be easier to deal with, you'd be dealing with them for longer. Especially if the cold slows their already slowed processes.
