It's a very trippy anime where the patterns on people's clothes don't move and the main character is an aristocrat voiced by Johnny Yong Bosch, and I guess the main antagonist is a blue-skinned, pointy-eared Earl or something that knew the main character's mother and father and I guess is seeking revenge or something on them.

Gankutsuou. It's based on Alexander Dumas' novel The Count of Monte Cristo... only it's like, the sci fi trippy version. Also, do yourself a favor and watch the Japanese version, Nakata Jouji is just amazing as the Count <3
