Eh, it isn't supposed to be the same. They are trying to expand and take it in a different direction now that Shepard is "dead." There is also the possibility that, while you may not be able to play as him, you may find him or even help to "bring him back" in the next game....or a future game.

Downloaded the DLC, but have as of yet had a chance to play. Probably will be this weekend....
