Types are just what power they mainly use.
Considering is what they were based off of.

and I said that they are considered. which is why Lance used them.

and I also said just because their type is this and this doesn't mean that they aren't considered dragons.

Also Gen 1 and Gen 2 there was no such thing as Dragon TYPE. There was Psycic, Water, Rock, Fire, Normal/Special, Fighting, Poison, Electric, and Grass. Another reason why Charizard and Gyarados used to be considered Dragons.

Prior to Generation IV, where moves are designated physical or special based on the move itself rather than its type, all Dragon-type moves were special.
