Actually Wish Lists/Dream avatars are usually fan made, It really has nothing to do with what stage the site is in, Some Site Creators just find no need for it Simply because it takes a lot of work to make. Also If you are a frequent poster Trisphee items are easily affordable. (hope this kinda helped?)
