They need an area with exposure to sun or a uva/uvb bulb so they can regulate their temperature as needed. Putting him in a pen would be bad. And walking with him without a harness would be bad, they are fast and he would go into the street

plus that would look dumb, trying to keep my turtle on the sidewalk as I walked with him through the neightborhood
