      Fey: It's not a scam because I found out about it when I logged onto my paypal account ( I'm careful about it, and I know how urls are picky, so instead of always typing in the url, I have it bookmarked and ready to go, the same every time. I've never been hacked, never fall for hacking scams, and I'm very very cautious about my money, check it every day, etc ) When I logged in, and clicked on "add money", it asked for the last 4 digits of my SSN, which I typed in, since it was inside my actual paypal account. ( I'm not derp enough to fall for fake stuff Dx ) It told me it couldn't confirm my personal information, so I would have to "follow the steps in the resolution center" which are to provide SSN documents proving my SSN, my photo ID ( driver's license, passport, etc ), and a utility bill as proof of address. The IRS has been contacting paypal since 2011 about taxing business accounts with over a certain amount of money and transactions, but apparently paypal has taken the opportunity to screw with those with small personal accounts as well, hence my situation. A ton of people are apparently having this problem with them, and they wont do anything about it. OTL
 Coda: I'll probably do that tomorrow. Today is just too late and too hot and I'd only agitate myself further. I have 3-5 business days to do this in, and I get the feeling I'll need a lot of patience dealing with them. =__=
