Tom wasn't the one that cast the magic, he only found the wizards who would be capable of doing it. If he had paid closer attention he would have realized that there was also going to be a hidden slavery cause in the magic. He has his own theories on where the werecats come from, but there are a few of them and he doesn't know how to find out if any are true.
I would say, overall, it starts out with a village raising a child but then the new werecat finds others it bonds with and goes off with whoever many people that is. And of course, each werecat has their own level of involvement, which can range from none to extremely involved. They can transform into different types of cats, though it is very rare that someone will be a lion or tiger or some other wild cat. Mostly they're housecat types.
Level of culture is somewhat minimum, technology wise at least. They live on a magical island which generally provides what they need to survive and those that don't like it are free to leave. As for how it's set up there is the leader, Tom, and a few higher ups that dictate things. 'The Nine', though mostly they don't do much unless there is drama going on that could affect the overall peace. It's more just a back-up measure and the Nine socialize like normal kitties with the rest of the bunch.
