I guess it will be question of why humans want to use machines to kill others but than again, have we ever truly worked out why a human wishes or does kill another human being just for the fun of it? We're not like monkeys and other animals who kill to prove ranks or for basic survival.
Than again, information gathering can be costly so I could see why to let tech be used as a weapon first before being used to help humans.. I don't agree with that method but I am only one person and my opinions probably don't matter any more than a fly does to a horse.

Maybe, but I am also one person, and what matters most is what's convincing. If I want to be inhumane and happen to convince others that it is okay, then all of a sudden, I'm the new Hitler on the block. Thankfully in real life, I am not like this.
