like azelf uxie mesprite jirachi shaymin and such owo

In general, most starters aren't really that good, barring Blaziken, who hit the Dream World lottery with Speed Boost and got himself banned for it.

Eeveelutions in general are actually pretty good. Espeon in particular has the new Magic Bounce ability to set it apart, which is like the move Magic Mirror, except it's always active. Vaporeon and Jolteon are also top tier threats. Glaceon and Leafeon, on the other hand, are pretty bad. And don't even get me started on Flareon...

Eviolite is an item that boosts both defenses by 50% when given to a Pokemon that is NFE (Not Fully Evolved). Thanks to this, there are some Pokemon that are as competitively viable as their evolved forms, if not even more so, like Dusclops, Chansey, and Porygon2.

I suppose that Wobbuffet only learns Encore as a Wynaut, so that's an instance of a Pokemon learning a move only as a baby Pokemon.

Leafeon is pretty great for a sunny day team. :/
Its a physical sweaper. Like sawsbuck. Leafeon has a high def and attack. (It has pretty good stats)
Super great if it has chlorophyll.
It especially rapes with swords dance.

Also could be great in a Baton pass team.

The only thing bad is it being pure grass. And even then that's not even bad at all.

Note the fact that it is in the "NeverUsed" tier.

It has some decent stats, but they're placed so that nothing really stands out. It's best stat, 130 defense, is hindered by its lackluster HP, and its special bulk is just above terrible. It does have a workable 110 Base Attack stat, which becomes quite dangerous after a Swords Dance, especially if Chlorophyll is active. But its barren movepool forces it to rely on Leaf Blade and Return for coverage, making it hard to force anything out for an opportunity to set up. In addition, it can be stopped in its tracks by any steel Pokemon, with bonus 4x resistances going to Skarmory and Ferrothorn, two of the most common defensive Pokemon in the game.

It stands a chance of being a threatening sweeper, but it's nowhere near as good as some of the other eeveelutions.

Its movepool is enough for it though. It doesn't need a bunch of moves you'll never use on it.

You need something that'll get past steels. The fact that the two most common defensive Pokemon in the metagame, [citation needed]Skarmory and Ferrothorn, double resist its only STAB make it nearly impossible to use in OU. Things are better in the lower tiers, where steels are less common, but they're still present.
