It's where the bottom layers of hair are cut or buzzed short, but the top layers are left long. Here are some examples.

Because my forehead is huge But that means more frequent haircuts since the fringe would grow onto my eyes so my mom is like nah OH ALSO A 'Boy-cut' Because it's so comfortable, off my neck without me having to struggle with making a bun And so easy to maintain |
