Maybe in the first game, yeah, since she was a Princess of Heart and Maleficent needed her heart to help open the gate to darkness. But in the second game, she wasn't that important. Random, but in a way Kairi was important in KH2. Namine is (technically) Kairi. And Kairi is Namine. They are two parts of one whole just as Roxas and Sora were. If you go by that, Kairi was important...but I'd never say she was a keyblade master.
