Well, shift+2 varies quite a bit from region to region (I know some use " there), and I wouldn't be surprised if shift+3 was the pound symbol on some keyboards.

Ahg, I went and searched keyboards. And saw that shift 3 for one had a colon, another a No-number sign, and some keyboards with symbols I don't understand. Thankfully, most of them had a # on the 3. But honestly, other than a QWERTY keyboard, I don't know what people use -_-' |
