i never got far in X or even started X2 =n= now that i've waited a while.. so maybe eventually I'll go buy the games and play them this time

Oh, it's never mentioned in the games. It came up in an interview with the creators. One of the Al Bhed in X-2 is named Shinra, and he's the one who eventually takes the Al Bhed from Spira to Gaia. Since Al Bhed all have blonde hair, that's why President ShinRa and Rufus ShinRa both have blonde hair, and why there are a lot of blondes in VII.
