This is gonna be Sailor Phoebe, one of the moons in the solar system ^_^
Also she's in love with a certain Endymion (from the greek mythology though, I think that's where the manga-ka got the idea, since Phoebe is also just another name for the moon goddess, just as Selene, Artemis, Diana and whatnot)
And in a role play or a fanfic that could make a lot of fun
