With the saluting girl, I was experimenting.. >.> I decided to.. well draw her whole body on one lineart layer, with the coloring on ehr skin underneath, then go and draw her clothes on a different lineart layer, with colorings over the skin and skin's lineart layers.. and the same with the hair >3<

@Luci; I usually use about 3 layers. One of the body, 2nd for the hair and clothing, 3rd for any other detail. like small things. Hairclips, piercings etc.
