I need to get some of the newer sets.. the last set i worked on was Future Sight and the Time one xD

the promo cards go to the first 20 booster boxes bought in your area, which is almost always the stores. then those stores will give them out as rewards at the pre-release events. you're not likely to get one inside your booster box. since they'll all be gone after the pre-release events.

promo cards aren't fun if they're not hard to get. :P you'll just have to try and find an event somewhere.
