I think that there are some free game engines/item creators out there. I myself would like to recreate NWN in Elder Scrolls - Skyrim, and get back into/remember game modding. (Modded Battlefield Vietnam as a kid)

Nope. The Region 99 thing was part of the SAT/ACT thing, trying to predict where your interests/abilities matched up to jobs. Region 99 = interests/abilities either don't match up or are too varied.
